It is one of several denominations of proposed coinage dated 1792 that was prepared by Robert Birch (perhaps with the help of others) that year. While most issues actually did circulate, the proposed coinage of 1792 was of course never actually adopted with all pieces extant now considered extreme rarities today. A Guidebook of United States Coins (The Red Book) lists the one cent pieces of 1792 with surviving specimens ranging from 13 known for Birch's "Silver Center" cent to one-known for the G*W.Pt issue and eight known for this issue.
